
Can you build an adobe or rammed earth home in Arizona?
Yes. Adobe and rammed earth homes are legal and traditional in Arizona. The building code covers adobe directly under IBC Section 2109, and counties like Coconino have adopted earthen building codes. Thick earth walls store heat well, which suits the desert, but they still need a permit and often an engineer.
Both methods are part of the state's building history. Adobe is sun-dried earth and straw block. Rammed earth is moist soil packed hard inside forms to make solid walls. The building code recognizes adobe directly: IBC Section 2109 sets rules for adobe masonry, including wall thickness and weather protection. Some Arizona counties go further. Coconino County adopted an earthen building code in 2019 that covers adobe, rammed earth, and compressed earth block. So these are not fringe experiments here. They are permitted, code-backed ways to build.

Is adobe or rammed earth construction legal in Arizona?
Yes, adobe and rammed earth are fully legal to build in Arizona, and adobe has direct support in the model building code. Under IBC Section 2109, "Empirical Design of Adobe Masonry," the code spells out real requirements for an adobe home. For one-story buildings, exterior adobe walls must be at least 10 inches thick, and interior load-bearing walls at least 8 inches. The unsupported height of an adobe wall cannot exceed 10 times its thickness. Unstabilized adobe, which is plain earth block, must get a weather-protective finish so rain does not erode it. Stabilized adobe mixes in a binder so it resists water better. These are concrete, enforceable rules, which is what makes adobe a code-recognized method, not a loophole.
Rammed earth is also buildable, though the model code does not give it the same dedicated section adobe gets. Builders permit rammed earth through engineered design and the alternative-materials path. A licensed engineer's stamped plans show the walls meet the code for strength and safety. Arizona has a long record of both methods, from historic Tucson adobe to modern rammed earth custom homes. Building officials here are used to seeing them.
What the building code says about earthen homes
The code treats adobe as a recognized masonry type and lets earthen methods that are not prescriptively covered through under engineered design or an adopted appendix. There are three paths an earthen home can take to a permit in Arizona, and which one applies depends on the method and the jurisdiction.
- Direct code support (adobe). IBC Section 2109 covers adobe masonry, so an adobe home is built to a known standard for wall thickness, height, and finish.
- An adopted appendix. The 2021 IRC added Appendix AU, "Cob Construction (Monolithic Adobe)," along with appendices for strawbale (AS) and light straw-clay (AR). These give detailed rules for those methods. The catch is that an IRC appendix is not automatically in force. Each appendix "must be specifically adopted by a jurisdiction" before it applies, so you confirm your city or county has adopted it.
- Engineered, alternative-method design. For rammed earth or any earthen system without a dedicated code section, a licensed engineer designs the walls and stamps the plans, and the building official approves them as an alternative method that meets the code.
The right path is set by where you build and what you build. A historic-style adobe in a county that follows the IBC takes one route; a rammed earth home in a county with its own earthen code takes another.
How earthen building rules vary by Arizona county
Arizona's earthen building rules vary a lot by county, and some counties have written their own earthen codes that make permitting clearer than the model code alone. This is the most important practical point: there is no single statewide answer, so the county matters as much as the method.
Coconino County is the clearest example. Its Building Ordinance 2019-10 added an "Earthen Building Materials and Construction Code." It pulls from the New Mexico earthen code, the IBC adobe provisions, and the county's own Alternative Technology Advisory Group. That ordinance gives adobe, rammed earth, and compressed earth block a defined permit path. Coconino also adopted the 2018 IRC strawbale appendix. It allows a single-story earthbag dwelling of 750 square feet or less under set limits. For earthen structures above that size, the county requires sealed plans from a structural engineer registered in Arizona.
In the Phoenix and Scottsdale metro, you build to the adopted code of your city or unincorporated Maricopa County. These jurisdictions permit adobe and rammed earth, but they lean on IBC Section 2109 and engineered design rather than a separate earthen-building ordinance. So before you design an earthen home, ask the building department two questions: which code edition and appendices have you adopted, and at what size do you require an engineer. The answers shape your whole project.
Why thick earth walls work well in the Arizona desert
Adobe and rammed earth perform well in Arizona because thick earth walls have high thermal mass, which buffers the desert's big day-to-night temperature swings. Thermal mass is a material's ability to absorb, store, and slowly release heat. A heavy earth wall soaks up heat during the hot day and gives it back at night, smoothing out the indoor temperature instead of letting it spike with the outdoor one.
This is exactly the climate where mass shines. The PNNL Building America guidance on high-thermal-mass construction notes the approach works best where summers bring "an average 24-hour temperature swing of 25 degrees F or more," a condition "more common across the western United States." The Arizona desert delivers that swing, with 100-plus degree afternoons dropping 30 to 40 degrees overnight. PNNL explains the mechanism plainly: while the outdoor temperature peaks at midday, the indoor temperature in a high-mass home "will peak a few hours later," a delay called time lag, and the rise is smaller overall, called thermal damping. In practice, that means a thick adobe wall keeps the home cool through the hottest part of the afternoon, then releases the day's heat into the cool desert night.
The honest limit is that thermal mass slows heat, it does not block it like insulation does. During a long heat wave or the humid monsoon, when nights stay warm, mass alone cannot keep up, so a desert earthen home still pairs the mass with good insulation, shading, and a right-sized air conditioner. What it takes to build an earthen home here
Building an adobe or rammed earth home in Arizona takes the same permit, foundation, and inspection path as any house, plus engineering for the earthen walls and a check on your county's rules. The romance of mud and straw walls is real, but the process is the same disciplined one any custom home follows.
Start with the county or city building department to confirm the adopted code, any earthen appendix, and the size at which they require a structural engineer. Plan on engineered, stamped plans for rammed earth and for larger adobe structures. Budget for a real foundation, because Arizona's expansive clay and caliche often demand a soils report and an engineered slab under heavy earth walls. Then you pull a building permit and pass the standard inspections, foundation, framing or wall, electrical, plumbing, and final, before a certificate of occupancy. Earthen homes also take more skilled labor and time to build than stick framing, which affects cost and schedule. None of this makes adobe or rammed earth impractical in Arizona.
