
Do I need a soils or geotechnical report, and what triggers special foundation requirements in Arizona?

In Arizona, you almost always need a soils report, also called a geotechnical report, and the building code spells out what forces one. Under the International Residential Code (IRC), the building official can require a soil test wherever weak, expansive, or shifting soils are likely to be present, and across the Phoenix and Tucson areas they usually are. Below is what the code actually requires, the specific triggers for special foundations, how Arizona soil makes those triggers common, and where this fits in the permit and inspection process.
What the building code requires
The code lets the building official require a soil test whenever there is reason to think the ground is problem soil. IRC Section R401.4 is the trigger. It says that where "quantifiable data created by accepted soil science methodologies indicate expansive soils, compressible soils, shifting soils or other questionable soil characteristics are likely to be present, the building official shall determine whether to require a soil test." In much of Arizona, that condition is met. The clay and collapsing soils that drive the requirement show up on a large share of lots.
The code does allow a shortcut, but a narrow one. The presumptive load-bearing table lets an engineer assume standard bearing values for common soils instead of testing. That only works at modest loads. Design the foundation for bearing above a set threshold and the table no longer applies. A geotechnical report does. The City of Phoenix, for example, amends the IRC to require a full geotechnical evaluation for presumptive load-bearing values greater than 1,500 pounds per square foot. The triggers that force a special foundation
The single biggest trigger is expansive soil, and when it is present, the code requires the foundation to be specially designed rather than built to the standard slab detail. IRC Section R403.1.8 is direct: "Foundation and floor slabs for buildings located on expansive soils shall be designed in accordance with Section 1808.6 of the International Building Code." In plain terms, expansive ground takes the design out of the prescriptive tables and hands it to an engineer.
The code also defines exactly what counts as expansive, so it is not a judgment call. Soil is classified as expansive when it meets all four of these tests:
- A Plasticity Index of 15 or greater (ASTM D4318).
- More than 10 percent of particles passing a No. 200 sieve (ASTM D422).
- More than 10 percent of particles smaller than 5 micrometers (ASTM D422).
- An Expansion Index greater than 20 (ASTM D4829).
A geotechnical report is how those numbers get measured. Other triggers stack on top of expansive soil. Compressible or shifting soil, also named in R401.4, can force deeper footings or soil replacement. Collapsing soil is common in parts of Arizona. Why these triggers are common in Arizona
These code triggers hit so often in Arizona because the state's soils are genuinely difficult, not because cities are strict. The Arizona Geological Survey does not soften it: "each year in the U.S., expansive soils are responsible for more damage to homes than are floods, tornadoes, and hurricanes combined." It notes problem soils occur across the state "from Yuma in the southwest to the northeast corner of the Colorado Plateau."
Two Arizona problems drive the special foundations:
- Expansive clay swells when it gets wet and shrinks when it dries. Over the monsoon and dry seasons, that movement lifts and drops a foundation, which cracks an unengineered slab. This is the R403.1.8 trigger.
- Collapsing soil is loose, dry soil that holds up fine until it gets wet, then compresses and drops. A foundation that ignored it can settle unevenly.
