A meter spot is the utility's marking of where your service and meter will sit. It has to happen before equipment can be set in the right place. There you apply for service and submit your plans, deeds, and permits.
The meter spot matters because the meter location is not a free choice. The utility decides where its equipment sits. It bases that on its lines, clearances, and safety rules. APS, for example, requires that the metering location be approved by its Electric Meter Shop prior to construction. APS also says meters cannot be installed inside any residential occupancy. Get the spot set early, and your electrician can place the service entrance where the utility will accept it. Skip or delay it, and you risk setting equipment in the wrong place and redoing it.
For new construction, the builder usually drives this. As APS puts it, when a building is newly constructed, the builder or architect typically notifies the utility during construction that a meter is needed. On a managed build, your general contractor and electrician coordinate the meter spot so it lines up with the rest of the site plan.
How temporary construction power works during the build
Temporary construction power gives crews electricity before the home's permanent service is live, usually through a temporary power pole set near the future meter. Framers, electricians, and other trades need power for saws, compressors, and lighting long before the house has a working panel. The temporary pole, often called a temp pole or construction pole, is a code-compliant post with an outlet panel and a meter base that the utility energizes for the construction phase.
The utility treats this temporary service seriously. The APS Electric Service Requirements Manual says that when temporary service is provided on a customer's pole, the pole must conform to the requirements for temporary service. The service entrance rules for a temporary setup are the same as for a permanent one. The manual also covers a job-site power option, a "temporary meter in permanent position." There, the temporary meter is installed at the exact spot meant for the permanent service. Either way, the temporary setup has to meet the utility's standards before it is energized.
The temp pole is its own small permit and inspection in most Arizona jurisdictions. Your electrician pulls a permit for it, sets it to code, and calls for an inspection. Only after that inspection clears does the utility connect power to it. This is why power on a fresh site is rarely instant: the pole has to be built and inspected first.
Why the city inspection has to clear before the utility energizes
The utility will not turn on your power until your local building department inspects and approves the electrical work, because the inspection clearance is the utility's green light. This is the step that surprises owners who assume the power company controls the timeline. It does not. The city or county does, at the inspection gate.
APS states the rule plainly: "Before we can connect power to your electrical panel, you must first schedule a site inspection with your local municipality." The APS project representative can help schedule an inspection of the trench, conduit, and the utility side of the panel. But the municipal inspection has to happen first. The same logic applies to SRP service. The jurisdiction inspects the electrical service and issues a clearance, sometimes called a release or a green tag. The utility then keys off that clearance to energize the meter.
So two separate organizations sit in the chain. The building department confirms the work is safe and to code. The utility then connects power. Both are required, in that order. A common stall is an electrical service that is built and ready, but waiting days for the inspection clearance, with the meter sitting dark until the paperwork moves. Plan utility power as an early task, because the lead times swing widely and a late start can stall framing. - For rural lots, ask about line extensions first. New poles, transformers, or long trenches add weeks or months, and the cost falls on the project. On a remote Rio Verde or Cave Creek parcel, the line extension can be the single longest item in your whole utility timeline, so price and schedule it before you set a start date.
