How much does it cost to deepen or replace a well in Arizona?

The cost to deepen or replace a well in Arizona depends on two things: how much deeper you have to go, and whether you can reuse the existing well or have to drill a new one. Deepening extends the existing borehole to chase a dropping water table, and because it reuses the hole and often the casing, it is frequently the cheaper fix. Replacing the well means drilling a whole new borehole, casing it, and setting a new pump, so it costs more. Deepen versus replace: which is cheaper

Deepening an existing well is usually cheaper than replacing it, when the existing well can be reused. A well runs dry most often because the water table (the depth at which the ground is saturated) has dropped below the pump or below the bottom of the well, not because the land has no water. If the existing borehole and casing are sound and you only need to chase the water a moderate distance deeper, a driller can extend the same hole. You pay for the added drilling depth and usually a pump reset or a deeper pump, and you skip the cost of a brand-new cased borehole.

A replacement well is the more expensive path because you are starting over. The driller drills a new borehole, installs new casing the full depth, and sets a new pump and pressure system. You pay for the whole well, not just the added footage. A replacement makes sense when the old well cannot be saved: the casing has collapsed or corroded, the borehole is too shallow to deepen safely, or the water has dropped so far that deepening the old hole would cost nearly as much as a new one.

The deciding factors are the condition of the existing well and how far the water has fallen. A sound well that needs a modest amount of added depth points to deepening. A failed casing, a very large depth increase, or an old well in a poor location points to replacement. A licensed driller will inspect the existing well, pull the well log and nearby records, and tell you which path is cheaper for your specific situation. What drives the cost either way

The cost of deepening or replacing is driven by depth, the pump, the casing, and how hard your ground is to drill. Wells are priced mostly by the foot for the drilling and casing, then the pump and electrical are their own line items at the end. Each of these scales with your site:

  • How much deeper you go. This is the biggest swing. Drilling and casing are charged per foot, so 100 added feet costs a fraction of what 500 added feet costs. A deeper basin means a deeper, costlier well.
  • The pump and motor. A deeper water level needs a submersible pump strong enough to lift water from farther down, and a deeper setting means more drop pipe and wire. A replacement well needs a full new pump and pressure tank.
  • The casing. A replacement well is cased the full depth. Deepening may reuse the upper casing and only case the new section, which saves material.
  • Ground conditions. Caliche (a hard cemented soil layer common across the Valley) and hard rock slow the drill and raise the per-foot rate. A soft, sandy basin drills faster and cheaper.
  • Yield. If the first new water-bearing layer is weak, the driller keeps going to reach a stronger one, which adds depth and cost.

Because each of these varies lot by lot, no honest single price fits every Arizona well. The same depth that costs one figure in soft ground costs more through caliche or rock. The ADWR rules for deepening and replacing

Before you deepen or replace a well, Arizona requires you to file a Notice of Intent (NOI) with the Arizona Department of Water Resources (ADWR) and use a licensed driller, the same as a new well. You cannot legally deepen or replace a water well yourself without that license, and the work has to be filed first. ADWR treats deepening, modifying, and replacing a well as regulated work, not casual maintenance, so the paperwork comes before the drill rig.

The replacement rules are tighter inside an Active Management Area (AMA), the groundwater-regulated zones that cover much of the Phoenix metro. Under A.R.S. 45-597, a groundwater rights holder in an AMA may "deepen an existing well or construct a replacement well at approximately the same location," and the law directs ADWR to define by rule "the distance from the original well site that is deemed to be the same location." If you want to move the replacement well to a new spot, A.R.S. 45-598 applies, and you may build a replacement well "in a new location" only if it complies with ADWR's spacing rules and you obtain the required permit. So staying near the old well is simpler than relocating it.

Most home wells are exempt wells, which keeps the permitting lighter. Under A.R.S. 45-454, an exempt well is a small-capacity well with a pump rated at no more than 35 gallons per minute, used for domestic or limited non-irrigation purposes. How to get a real number and plan ahead

The only reliable cost number comes from a licensed driller looking at your well and your local records, so make that your first call when a well runs low. A driller will measure the current water level, inspect the casing, pull the well log, and check ADWR records for nearby wells to see how far the water has dropped and how deep neighbors had to go. From that, they quote a per-foot drilling rate plus the pump and electrical, and tell you whether deepening or replacing is the cheaper path for your lot.

A few steps keep the cost from surprising you:

  • Check the cheapest fix first. If there is still water in the well but the level fell below the pump, lowering or resetting the pump deeper can sometimes solve it without drilling at all.
  • Get the well log and recent water-level reading. They tell the driller how the well has performed and how far the water has moved.
  • Budget a cushion. Plan for the driller to possibly go deeper than the neighbors did, because water tables vary lot to lot and keep dropping with drought.
  • File the NOI before drilling. The ADWR notice is required for deepening and replacing, the same as a new well.
