
How do you get water to a home in Rio Verde Foothills?
Three ways. Most Rio Verde Foothills homes haul water from the EPCOR fill station to an onsite storage tank, sized 2,500 gallons and up. Others drill a private exempt well, which ADWR caps at a 35 gallons-per-minute pump. A few tie into a neighbor's well under a recorded shared agreement.
A home in Rio Verde Foothills gets water one of three ways, because there is no city water line in this part of unincorporated Maricopa County. Most homes use hauled water: a truck fills at the EPCOR fill station and delivers it to an onsite storage tank the home runs off. Some homes drill a private well, which the Arizona Department of Water Resources (ADWR) caps for domestic use at a pump rated 35 gallons per minute or less. A few tie into a neighbor's well under a recorded shared well agreement. Each option has its own cost, paperwork, and site impact, so you pick one before you design the house.

Hauled water and the EPCOR standpipe
Hauled water is the default for Rio Verde Foothills, and it now runs through a permanent EPCOR fill station that opened January 1, 2026. The setup is simple to picture: your home stores water in a tank, and a hauler keeps that tank full. The home plumbs off the tank with a pressure pump, so taps and showers work exactly like a city-water home. You never notice the tank until it runs low.
To use the EPCOR system, you open an EPCOR account for the property, which must sit inside the designated standpipe service area. EPCOR offers two account types, Full Service for homes that haul regularly and Standby Service for homes that may not pull water every month, and you can switch between them once every 13 months. A licensed hauler such as a local water company delivers to your tank, or you can self-haul after completing a short, required safety orientation to get a gate code. EPCOR's site is direct about the rule for tanks: "Each property needs its own EPCOR account."
The cost is the trade-off. The Arizona Corporation Commission set an initial rate of 16.28 dollars per 1,000 gallons at the fill station, plus the hauler's delivery fee on top. A building lot also pays a hook-up fee to enroll, reported around 24,000 dollars. These numbers change, so confirm the current rate, hook-up fee, and hauler charges with EPCOR as of your build date. Hauled water means a real monthly water bill, but it needs no drilling gamble and no deep upfront well cost.
Drilling a private well
A private well removes the monthly hauling cost, and on a Rio Verde Foothills lot it is almost always an exempt well. ADWR defines an exempt well under A.R.S. 45-454 as a well with a pump rated at 35 gallons per minute or less used for domestic, non-irrigation use. That cap is plenty for a single household. Before any drilling, you file a Notice of Intent to Drill with ADWR (form 55-40), which registers the well, and a licensed well-drilling contractor does the work.
The catch is that a well is never guaranteed. One lot can hit good water at 300 feet while a neighbor drills 600 feet and finds little. Depth drives cost, and a finished well with pump and storage in this area commonly runs 25,000 to 50,000 dollars or more. Check ADWR's well records for nearby parcels first, because the depth and yield next door is the best clue to your own.
A well also still needs a storage tank in most Foothills builds. Even a good exempt well can have a low recovery rate, so the house pulls from a tank the well slowly refills rather than straight off the pump. So a well does not always replace the tank. It often replaces the hauler. Weigh the upfront drilling risk against years of avoided water bills, and let your lot's well records, not hope, make the call.
Shared wells, storage tanks, and choosing a path
A shared well lets two or more parcels draw from one well under a recorded shared well agreement, which can save the cost of drilling a second well. The agreement is the whole game here. It spells out who pays for power and repairs, who manages the pump, and the easements that let each parcel reach the well. The storage tank is common to almost every path. Foothills tanks commonly run 2,500 to 5,000 gallons, sized to the household and to how often a hauler can come. A bigger tank means fewer deliveries and a cushion if a truck is delayed. The tank, its pad, and the pressure pump are part of your site cost, so budget them whether you haul or drill.
What the water system means for your build
Your water choice changes the house design and the build budget, so settle it before plans are drawn. The tank, the pump, and the pipe runs all live on your site plan, and the county wants to see your water source on that plan when you apply for a permit.
A hauled-water home needs a clear, level spot for the tank and a truck-accessible path to it. Place the tank where a delivery truck can reach it in monsoon mud, not just on a dry day. The pressure pump and a small pump house or enclosure go nearby, and the line into the home is sized like any pressurized supply.
A well home adds the wellhead, its own setbacks, and often the same tank. ADWR and county rules set how far a well must sit from the septic system, the house, and washes, so the well, the septic, and the home all have to fit on the lot at once. On a tight or sloped parcel, those setbacks can decide where the house even goes.
Either way, plan for power. The pressure pump and any well pump need electricity, and a long grid extension or a solar-and-battery setup is its own line item. Get the water layout right on paper, because moving a tank or redrilling a well after the slab is poured is the expensive way to learn this.
Choosing comes down to your lot and your tolerance for upfront risk. A bare lot with poor well records points toward hauled EPCOR water, where the cost is monthly and predictable. A lot with strong nearby well yields can justify the drilling gamble for long-term savings. A parcel already tied to a sound shared well may need only a tank and a pump.
