Maricopa County Solar PV Permit: Rooftop, Ground-Mounted, and the SolarAPP+ Path

A rooftop solar array on unincorporated Maricopa County land needs a minor residential electrical permit, and a ground-mounted array needs a residential accessory permit, both filed online. Eligible rooftop systems can run through SolarAPP+, an automated code-compliance review, but that step does not issue the permit by itself.

Adding solar to a home on unincorporated Maricopa County land takes a county permit, and which permit depends on where the panels go. Rooftop and ground-mounted systems follow two different application types, both filed online through the county Permit Center. For eligible rooftop systems the county offers SolarAPP+, an automated tool that checks the design against code before you apply. The Maricopa County Planning and Development Department is the authority having jurisdiction (AHJ) for land outside any city. So a solar array near Rio Verde Foothills is permitted by the county, not a utility or a city. One thing to fix in your head up front: a SolarAPP+ approval is not a permit.

Rooftop versus ground-mounted: two permit types

The mounting location decides the permit. The county splits residential photovoltaic (PV) work into two application types:

Roof-Mounted PV systems are classified as a minor residential electrical permit.

Ground-Mounted PV systems are classified as a residential accessory permit.

Both are filed online. A rooftop array is treated mainly as electrical work, since it ties into the home's panel and wiring. A ground-mounted array counts as an accessory structure. It puts a framed support on the lot, with its own footing and setback questions, the same way a shed does. On a rural parcel with room to spare, many owners pick ground-mount for easier cleaning and better tilt. That puts them on the accessory permit path, not the electrical one.

The county also moves fast on a clean submittal:

For complete submittals with attachments applications will be processed within the same business day.

Applications received after 11:00 am, may be processed on the next business day.

So a complete package filed in the morning can clear the same day. A package missing attachments does not.

What SolarAPP+ is, and what it is not

SolarAPP+ is an automated code check for eligible rooftop systems, not an instant permit. The county describes it plainly:

SolarAPP+ is a third-party software program that can be used to verify code compliance for residential photovoltaic (PV) projects.

The tool checks the design against the electrical and residential codes the county has adopted. If it passes, the tool returns an approval. It stands in for the manual plan review a reviewer would otherwise do. The important limit is that the SolarAPP+ approval is not the permit. The county spells this out:

This step does not issue a building permit. Proceed to the next step to apply for your building permit and required inspections.

So the path is two steps. Your contractor submits the design to SolarAPP+, and once it is approved, applies to the county with that result in hand:

Once you have SolarAPP+ approval, submit for the permit online.

SolarAPP+ is limited to rooftop systems that meet the county's list. The parcel must be in unincorporated Maricopa County. The system must sit on a legal, permitted main home. And the work must be done by a licensed solar contractor. The tool also excludes ballasted systems, manufactured homes, hillside and sensitive-land lots, and parcels in a flood hazard or floodplain area. That last exclusion matters near Rio Verde Foothills. A parcel in or beside a mapped wash or floodplain would not qualify. There you would use the standard online rooftop permit instead. Ground-mounted systems also fall outside SolarAPP+ and go through the accessory permit.

Why the licensed contractor requirement is there

SolarAPP+ and the standard path both expect a licensed solar contractor, which matches state law. Arizona sets a specific solar contractor qualification under A.R.S. 32-1170.01. The person who pulls the permit and stands behind it must show solar-specific skill, beyond a general electrical background. Using a properly licensed solar contractor also protects you. If the install goes wrong, it keeps your Registrar of Contractors recovery options open. Hire an unlicensed installer and that route closes. What this means for you

For instance, take a 9 kW rooftop array going on a new home near Rio Verde Foothills. The parcel is not in a mapped flood hazard area, so it qualifies for SolarAPP+. Your licensed contractor runs the design through the tool and gets an approval. Then the contractor files the minor residential electrical permit online through the county Permit Center, with that approval attached. The complete submittal lands before 11 a.m., so the county processes it the same business day. A ground-mounted array on that same lot would be a residential accessory permit instead, filed online with no SolarAPP+ shortcut available.

Decide rooftop or ground-mount early. It changes the permit type and whether SolarAPP+ is even an option. Use a licensed solar contractor. The county expects it, and it protects you if there is a defect later. If your lot touches a wash or floodplain, plan on the standard rooftop permit. Want same-day processing?
