On unincorporated Pinal County land, a county inspector checks your new home several times during construction. The last visit is far from the only one that counts. Each stage has to pass before you cover that work up, so the inspection calendar sets the pace of the whole build. This page lays out the order Pinal County follows and how to book each visit.

How you schedule an inspection

You book an inspection by calling the county inspection line at 520-866-6299 and entering your building permit number. Keep that number where the superintendent can reach it the day the permit issues. Timing matters:

Inspections can be called in until 6 am and still receive a same-day inspection.

Call after that window and the visit slides to the next day. On a pour day that means a crew and a concrete truck standing idle. The county also asks you to keep the approved building plan, the site plan, and the inspection record card on the job site and reachable at every visit. Post the address so it reads from the street. An inspector who cannot find the address or the paperwork writes up a wasted trip.

The inspection sequence

Pinal County anchors a house build around three key inspections, with the 2018 codes it adopted driving what each one checks:

  • Footing. This one comes before any concrete is poured. The inspector looks at the foundation excavation, the depth and width of the footings, and the placement and size of the reinforcing steel. Then he checks that the house sits where your approved site plan shows it. That last check is how the county confirms your setbacks from each property line.
  • Framing. Once the shell and roof are up, the inspector confirms the truss engineering package is on site, the lath is complete, and the gas and plumbing top-out tests hold. Rough plumbing, mechanical, and electrical all have to be visible and testable at this point. Drywall covers every bit of it next.
  • Final. At the end, the final inspection has to pass and earn the Building Official's approval. The final inspection is not the same thing as your certificate of occupancy.

Final inspection versus the certificate of occupancy

This trips up a lot of first-time owners. Passing the final inspection means the work is built to code. The certificate of occupancy is a separate document the county issues afterward, and it is the one that legally lets you move in. You need both, in that order.

For example, take a 2,400 square foot custom home going up on a one-acre lot near Coolidge. The footings are dug Tuesday afternoon and the concrete is ordered for Wednesday morning. Someone has to call 520-866-6299 with the permit number before 6 am Wednesday, or the inspection lands Thursday and the pour waits a day. The inspector measures the footings and rebar and confirms the house sits where the site plan shows. Weeks later the framing inspection checks the truss packet on site and the top-out tests. Then the final passes, the Building Official signs off, and the certificate of occupancy follows.

Where inspections sit in the county process

Inspections fall in the middle of the build. They start only after you clear permit review and pull the permit, and each one measures your work against the county's adopted 2018 codes.
