Two small devices in your electrical panel do very different jobs, and the code requires both in a new home. One stops you from being electrocuted. The other stops your wiring from starting a fire. Section E3902 of the International Residential Code sets where each has to go. The exact list depends on which code edition your Arizona city adopted.

GFCI: shock protection for wet places

A GFCI, short for ground-fault circuit-interrupter, watches for power leaking to ground. That is what happens when a hair dryer falls in a full sink, or when you touch a live wire. It cuts power in a fraction of a second, fast enough to keep a shock from turning fatal. The code calls for GFCI protection at outlets wherever water and power meet: bathrooms, kitchen counters, garages, laundry areas, crawl spaces, and every outdoor outlet. That last group matters here. It covers your patio outlets, the pool equipment, and the outlet feeding a misting system.

AFCI: fire protection for living areas

An AFCI, or arc-fault circuit-interrupter, watches for a different danger. It looks for the small, hot arcs thrown off by damaged wiring, a pinched cord, or a loose connection. Those arcs are a leading cause of house fires. The code puts AFCI protection on the branch circuits feeding the living side of the house, meaning the:

outlets installed in kitchens, family rooms, dining rooms, living rooms.

That reach extends to bedrooms, closets, hallways, and similar rooms. Most of your general-purpose circuits end up AFCI-protected.

Two different jobs, sometimes both

Keep them straight this way. GFCI is about people and shock, in wet spots. AFCI is about wiring and fire, in living spaces. A few rooms owe both at once. For example, a kitchen counter outlet sits in a wet area and rides a circuit the AFCI list already names, so it needs each kind of protection. An electrician covers that with one dual-function breaker at the panel instead of two separate devices. You do not choose between them. You put each where the code puts it. Both types carry a test button, and pressing those buttons is one of the checks an inspector runs at final inspection.

Why the edition matters in Arizona

This section has changed more than most between recent codes. The IRC points to the National Electrical Code, and Arizona AHJs are split. Some still enforce the 2017 edition, others the 2020. The 2020 edition pushed GFCI into more places, including the disconnect at your outdoor air conditioning condenser. Every home here has that condenser. So the edition your city adopted can decide whether that one disconnect needs GFCI. Confirm your edition in the building code editions by city reference.
