
IRC N1101 Energy Code Scope: Arizona's Climate Zone 2B
IRC Section N1101 is the scope of the residential energy code, and it sets the climate zone that drives every insulation and window number in your build. The whole Phoenix metro, plus Casa Grande and Apache Junction, sits in climate zone 2B, the hot-dry zone that tells the code to design for cooling.
Every insulation R-value, every window rating, and every duct-sealing target in your build traces back to one input: your climate zone. IRC Section N1101 is the short scope section that sets that zone and points the rest of the energy code at it. Get the zone right and the whole chapter falls into place. It is the piece of the code most tied to where in Arizona you are building.
What N1101 sets up
Chapter 11 of the IRC is the residential energy code, and it carries the same rules as the International Energy Conservation Code (IECC). N1101 is its front door. It states the scope, defines the terms the chapter uses, and assigns your climate zone from a table organized by state and county.
The reason the zone matters so much is that the energy code is really about one thing: the insulated shell that separates your indoor air from the outdoors. The code names that shell the building thermal envelope and defines it as:
The basement walls, exterior walls, floors, ceilings, roofs and any other building element assemblies that enclose conditioned space or provide a boundary between conditioned space and exempt or unconditioned space.
Your climate zone decides how hard that envelope has to work, and everything downstream in conditioned space follows from it.
Arizona's climate zones
Arizona is not one climate, and the code knows it. The state runs from hot desert to mountain snow, so the county table spreads it across four zones. The number is the temperature band and the letter is the moisture. Almost all of it is dry, so the letter is usually B.
The whole Jematell service area sits in climate zone 2B, the hot-dry zone. In Maricopa County that means Phoenix, Scottsdale, Rio Verde, Cave Creek, Fountain Hills, and Carefree. In Pinal County it means Casa Grande and Apache Junction. Pima, Yuma, and La Paz counties are 2B as well. From there the map climbs with elevation. The southeast and northwest counties land in zone 3B. The higher central counties, like Gila and Yavapai, reach 4B. The high country of Coconino, Navajo, and Apache counties, including Flagstaff, sits all the way up in cold-dry zone 5B. For example, Flagstaff sits in 5B and Scottsdale in 2B. Same code chapter, different column: the Flagstaff house is designed around holding heat in, the Scottsdale house around keeping the sun's heat out.
Why zone 2B shapes a Phoenix house
In 2B, the enemy is heat coming in, not heat leaking out, so the code tunes the house for cooling. That is why a Valley home leans on low solar heat gain windows, a well-insulated attic, and tight, sealed ducts, rather than the thick walls a cold climate would ask for. The single most Arizona-specific number is the window solar heat gain coefficient, which the code holds low to keep the sun's heat out. The exact prescriptive values live in the building thermal envelope section, but N1101 is what points your project at the 2B column in the first place.
N1101 also lays out how you prove the house complies. You can meet each prescriptive number one by one, model the whole building's performance in software, or hit an energy rating index target, and every path also has to meet an added-efficiency requirement. Most Valley custom homes take the prescriptive route because it is the simplest to permit.
Which edition applies to your build
The climate zone map and the 2B assignment for the metro are the same in the 2018 and 2021 codes, so this part has been stable. The 2024 edition pushes the prescriptive numbers and equipment harder and adds new efficiency options, but it does not move Phoenix out of 2B. Because Arizona cities adopt the energy code on their own timelines, confirm the edition your jurisdiction enforces in the building code editions by city reference.
