IRC P2503: Plumbing Inspection & Tests

IRC P2503 requires plumbing to be tested before it is covered. The drain, waste, and vent piping gets a rough-in test, usually a 10-foot water column held for 15 minutes with no leaks, and the water supply gets its own pressure test, so leaks are found before walls close.

A plumbing leak is cheap to fix when the pipe is exposed and expensive once it is buried in a wall or under the slab. Section P2503 of the International Residential Code (IRC) is the part that forces the leaks into the open early, by requiring the system to be tested and inspected before anything covers it. These are the inspections that gate the rest of your build, because drywall cannot go up until plumbing passes.

What P2503 requires

P2503 calls for inspection at set stages and a pressure test on each system. The big one is the rough-in test of the drain, waste, and vent (DWV) piping, in P2503.5, run before the piping is covered:

The DWV system shall be tested on completion of the rough piping installation.

The standard method fills the DWV piping with water to a point at least 10 feet above the highest fitting being tested, then holds that head for at least 15 minutes with no visible leak. Plastic systems can also be tested with a vacuum instead of water. The water supply piping gets its own test under P2503.7, pressurized and held to prove it is tight. The building sewer and any other buried lines are checked before backfill, because once the trench is closed a leak is invisible.

What it means for an Arizona custom home

For example, on a slab-on-grade home in Scottsdale, the under-slab DWV is tested and inspected before the concrete is poured, because there is no fixing it afterward without breaking the slab. The plumber caps the system, fills the stacks with water to build the 10-foot head, and the inspector watches for any drop or drip. Only after that passes does the slab go down. The same logic drives the rough-in water-supply test before the walls are closed.

In Arizona this matters in two specific ways. Most homes are slab-on-grade, so a missed under-slab leak means jackhammering finished floors later. And the Valley's hard, mineral-heavy water and the heat-cycling of pipes make tight joints worth proving up front. Edition note

The notable change here is the test head. The 2015 IRC dropped the DWV water test head to 5 feet, and the 2021 IRC raised it back to 10 feet to match the air-test pressure, so a 2018-edition jurisdiction may still be enforcing the 5-foot head while a 2021 jurisdiction uses 10 feet. The 15-minute hold and the requirement to test before covering have been stable. The 2024 IRC carries the 10-foot head forward.
