
IRC R312: Guards & Window Fall Protection
IRC R312 requires a guard at any walking surface more than 30 inches above the ground, at least 36 inches tall, with openings too small to pass a 4-inch sphere. R312.2 adds window fall protection: an operable window sill lower than 24 inches needs a limiter or guard.
A guard is the barrier that keeps people from falling off a raised floor, balcony, or stair, and Section R312 of the International Residential Code (IRC) sets how tall it has to be and how tight the gaps. The same section adds a second protection most people miss: a rule for low operable windows on upper floors, so a child cannot push out a screen and fall. What R312 requires for guards
A guard is required wherever a walking surface (a floor, balcony, landing, or the open side of a stair) sits more than 30 inches above the ground or floor below, measured within 36 inches horizontally of the edge. Once a guard is required, three numbers govern it:
- Guard height of at least 36 inches above the walking surface, or above the line connecting stair nosings.
- Openings small enough that a 4-inch sphere cannot pass through, from the walking surface up to the required height.
- On the open side of stairs, the triangle at the bottom may pass a 6-inch sphere, a small allowance for the stringer geometry.
Here is the height clause:
Required guards at open-sided walking surfaces ... shall be not less than 36 inches in height as measured vertically above the adjacent walking surface.
The 4-inch sphere rule is why balusters sit roughly 4 inches apart and why a horizontal "ladder" rail design is risky: inspectors check that a child cannot slip or climb through.
What R312.2 requires for windows
Section R312.2 is the window fall-protection rule. Where an operable window sits on an upper floor with the bottom of its clear opening less than 24 inches above the finished floor, and the outside drop is more than 72 inches to the grade below, the window needs protection. You meet it one of two ways: raise the opening so its bottom is at least 24 inches off the floor, or install a fall-prevention device or window opening limiter that stops the sash from opening enough to pass a 4-inch sphere. The limiter still has to release for emergency escape under R310 .
What it means for an Arizona custom home
Two-story homes in Scottsdale, Fountain Hills, and the hillside lots of Paradise Valley run into both rules constantly. An open great-room loft, a second-floor walkway, and any balcony over a patio all need a 36-inch guard with tight infill. Designers who want a clean glass or cable look have to detail it so it still blocks a 4-inch sphere and resists the required load.
For example, on a two-story Fountain Hills home with bedroom windows low to the floor and a steep lot dropping away outside, R312.2 forces either a higher window sill or factory opening limiters on those sashes. The cheap path is to set the window heights right on the plans; the expensive path is retrofitting limiters after the framing inspector flags it. Edition note
The 36-inch guard height, the 30-inch trigger, and the 4-inch sphere rule are unchanged across the 2018, 2021, and 2024 IRC. Window fall protection (R312.2) has been in the code since the 2009 edition and its 24-inch sill threshold is stable.
