
IRC R324: Rooftop Solar Photovoltaic Systems
IRC R324 governs how rooftop solar panels are installed. Panels must meet the same wind and fire ratings as the roof, and R324.6 keeps clear access pathways for firefighters: two 36-inch paths to the ridge and an 18-inch clear setback below the ridge on most homes.
Solar makes obvious sense in Arizona, and Section R324 of the International Residential Code (IRC) is the part of the code that says how panels attach to your roof and how they share that roof with firefighters. It covers two things people rarely think about until plan check: the panels have to meet the roof's own wind and fire ratings, and they have to leave clear lanes a crew can walk and cut for ventilation. This page explains both, with the access numbers that decide how much of your roof can actually hold panels.
What R324 requires
R324 has two halves. The first is structural and fire. Rooftop photovoltaic (PV) panels and their mounts have to be rated for the same wind loads as the building and carry a fire classification that does not downgrade the roof. The mounting can't compromise the roof's water shedding or its rated covering.
The second half is roof access and pathways under R324.6, and that is what shapes the array layout. The code keeps lanes open so firefighters can reach the roof, move across it, and cut ventilation holes. Here is the access intent:
Roof access, pathways and setbacks ... shall provide emergency access to the roof, provide pathways to specific areas of the roof, provide for smoke ventilation opportunity areas and provide emergency egress from the roof.
The access numbers
For a typical pitched roof, R324.6 calls for:
- At least two 36-inch-wide pathways from the lowest roof edge up to the ridge, on separate roof planes.
- A 36-inch-wide pathway on the same or an adjacent plane for each roof plane that carries an array.
- A clear setback at the ridge: at least 18 inches on both sides of a horizontal ridge where the array covers no more than a third of the roof, growing to 36 inches on both sides where the array covers more than a third.
These setbacks and lanes cut into usable panel area, which is why a system designer maps them before counting how many modules fit.
What it means for an Arizona custom home
Arizona has the sun, so the limiting factors are roof geometry and these access rules, not whether solar pays off. On a low-slope tile or foam roof common in Scottsdale and Phoenix, the array has to leave its ridge setbacks and edge pathways, so a roof that looks fully usable from the street may only hold panels on part of its planes. Tile roofs add a flashing-and-mount detail so the penetrations stay watertight through monsoon storms.

Edition note
The structural and fire provisions are stable, but the access-pathway and setback details have evolved. The 2021 IRC carries the two-pathway and 18-inch/36-inch ridge-setback scheme; the 2024 edition refines pathway and ventilation language further, and your local fire code amendments can tighten it.
