IRC M1403 Heat Pump Equipment: Install Rules for an Arizona Home

Section M1403 governs how a heat pump gets installed. The unit must be listed and set up the way its manufacturer directs, and the outdoor condenser has to sit on a support raised at least 3 inches above the ground so defrost water drains away instead of pooling under the equipment.

A heat pump is one box that both heats and cools, and it has quietly become the default system for new Arizona homes. It runs on electricity alone, cools all summer, and flips to heating on cold winter mornings. Section M1403 of the IRC sets the short list of rules for putting one in.

What Section M1403 requires

Section M1403 keeps the requirements tight. Install a listed heat pump the way its maker specifies, and give the outdoor unit a proper base.

Electric heat pumps shall be listed and labeled.

The listing means the equipment was tested to a recognized safety standard, UL 1995 or the harmonized UL/CSA 60335-2-40. The manufacturer's instructions then control the details the code does not spell out, from the wiring and refrigerant charge to the airflow clearances around the unit.

The 3-inch base for defrost water

Section M1305.1.3.1 requires equipment supported from the ground to be level and firmly supported on a concrete slab or other approved material raised at least 3 inches above the adjoining ground, so defrost water can drain freely. During a heat pump's heating cycle, the outdoor coil gets cold enough to grow frost, and the system pauses to melt it off. That meltwater has to go somewhere. A unit sitting flat in the dirt would sit in its own runoff, which invites rust and, in cold snaps, a ring of ice.

Why the base still matters in the desert

In the low desert, hard frost is a winter-morning event rather than an all-day problem, so defrost water is lighter here than in a cold climate. The raised base still earns its place for local reasons. It lifts the condenser above blowing dust and gravel that would clog the coil. It keeps the unit clear of monsoon stormwater and irrigation runoff. And a solid, level base gives the installer something to anchor the unit against wind, which ties into the appliance-anchoring rules of Section M1307. For example, an outdoor unit set straight onto decomposed granite in a Rio Verde yard has nowhere to shed water and sits in the blowing gravel. A precast or composite equipment pad clears the 3-inch minimum, holds the coil above the dust line, and lets monsoon runoff pass underneath.

Sizing and the rest of the system

A heat pump only performs if it is sized to the house, so the load calculation under equipment sizing comes first, using Manual J and Manual S. In cooling mode the unit makes condensate, and that water has to be carried away under condensate disposal, a real concern during a humid monsoon week. The air it moves rides through ducts built to duct construction. Skip the sizing step and an oversized unit will short-cycle, which is one reason a new AC can seem to run constantly.

Which code edition your city uses

The heat pump rules are stable, but the edition your plans get checked against depends on the AHJ. A build in Scottsdale, Phoenix, or Fountain Hills may fall under the 2018 or 2021 IRC, and the energy code that governs the unit's efficiency changes more between editions than M1403 does.
